Missing Tabs

Hi all!

I downloaded the new version of photoshop and the tabs (file/edit/view, etc) are all missing at the top of the screen. I have tried downloading older versions, reinstalling and installing again, doing updates and it still will not show up. PLEASE does anyone know how to fix this?? See attached picture. It's nearly impossible to work without those. Even the X, minimize tab and restore down tab at the top right corner are missing too and I have to click randomly up there to guess where the icon is.
