I have no idea what "Graphics Design  - All Packages" means.  It's not standard language on the Adobe US website.

Find a design you like, regardless of size, download and open in Photoshop

Increase its size to something that you can still see meaningful content.

Use this as a template to rebuild an element at a time, mabe incorperating your own tweaks to the design.

This is a fun way to practice using Photoshop and learn.  Try and use vector tools as much as you can.  That means tracing outlines with the Pen Tool, and making the workpath into a Shape layer.

The money you were considering using on the art package would be FAR better spent on a full Creative Cloud subscription.  With a full subscription you can learn Illustrator, InDesign, Dreamweaver (website building) and Acrobat, but not all on the same day.

Do the same thing with company logos, but always try to rebuild them as vector objects were possible.  Do things that you enjoy because it will help keep you interested.

Feel free to ask detail questions here if you get stuck.  There is one user I can think of who pops up here every so often with another question, and his skills have come on leaps and bounds.  Questions about how to make this effect or how to do this with Photoshop are our favourites.

Don't waste money better spent elsewhere.  Google Images is completely free.

Do a Google search  for Photoshop PSD Mockup Templates.  There is no shortage.....

If you are upgrading to creative cloud, there are templates available. Also search the internet for free templates in the program you wish to use, ie: InDesign, Photoshop, Illustrator.
