MOUSE HAS TO HOVER ON TASKBAR TO RESET IT

So when I use photoshop the mouse will only work if I hover it over the taskbar. If not the mouse after performing a single function no longer works. As if it doesn't even know Photoshop is there. hovering on the taskbar is the only way it resets and "finds" photoshop again.

What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

I also have this problem. Doing ANY action with the mouse seems to freeze Photoshop until the mouse moves over the windows taskbar. I have no idea what is causing this unfortunately. I tried resetting everything I could think of to factory defaults (including hardware drivers, etc, etc) and the issue is still present. It basically renders photoshop unusable.

Update: looks like disabling the option at  Preferences > Techno Prevs > Deactivate Native Canvas might be a possible work around.
