Move Tool Completely Useless

So I guess Photoshop updated recently (version 22.4.3 on an iMac) and the move tool is completely useless. Basically I go to drag the object and it doesn't move until I either 1) de-select the object by clicking elsewhere or 2) switching tools. 

As you can see, the object moves around just fine in the navigator, but barely works in the main viewport. The Transform tool moves around objects just fine, but using CMD+T instead of the V shortcut every time I wanna move something is ridiculous.

Also, you'll see at the end of the video that things get really weird if I try selecting the box with the Marquee tool before moving the object with the Move tool. This happens every time something is selected with the Marquee tool before hand and is completely bonkers.

Also YES I've selected/deselected the auto-select functions, the Layer/Group functions and the Move tool settings have been reset. I've also tried rebooting my computer and Photoshop. I'm probably just gonna have to say screw it and go back to a previous version.
