My animated GIF plays the each layer with out turning off the one before it thus playing the animation of the layers on top of each other

You have Frame Disposal turned on and its overriding your layer visibility.
Right click on your frames and change back to Automatic.

Yes, the layers eyes are tuning off on each frame but the image stays on screen.
