My app still 'open' but I deleted it and now I cannot use Photoshop

I cannot change language in my Photoshop (I followed steps already) so I deleted Photoshop to install again. I use Macbook, I deleted Photoshop but my Creative Cloud app still show the app Photoshop,  it show 'open' instead of 'install' and now I can't install Photoshop. What should I do?

Try the uninstall function in the Adobe Creative Cloud app. That's the proper way to do it. If that causes an error, You might have to uninstall all other Adobe apps through Creative Cloud app then uninstall the creative cloud app with the Operating System and start from scratch.
