Where do I go and how do I go about downloading it back into my computer?

Photoshop Elements links are at the BOTTOM of what kglad posted
You need to select the appropriate suite on the TOP row... so if your program was part of CS5, you would click that link to then go to the links for the different suites AND the individual programs
Since I do not have Photoshop 7 I do now know which selection you should click

Photoshop 7.0 is 13 to 14 years old.
It was the last version before Adobe CS.
It doesn't appear that this is available on the kglad links.

Yes, I think this is too old to have been available for download. You do need the CDs and original serial number. Or else it's gone.

I never had the CD [just the 24-digit serial number in case I needed it again] but I can't imagine Adobe just erasing it [I've seen examples of people having their Adobe Photoshop download site link erased by Google for copyright infringement so Adobe must still care about it - and I don't trust those sites anyway].

You'll need to take risk by downloading from the internet. There are sites still storing old photoshop direct download links. I got this link from ProdesignTools website but I don't know how reliable it is:
The file is about 160MB and is in zip format. You need to scan it using your favourite anti-virus and anti-malware software. This product is very old so your best bet is to get the latest version (subscription) or buy Photoshop Elements 15 (perpetual License) . PSE15 is likely to be more powerful than your old photoshop 7. Me thinks so anyway.

In that case you will also need the serial number for version 4 - since you bought an upgrade you will most likely be asked to enter the serial number for a qualifying product.

No I never had a CD. I downloaded it from Adobe. So what options are there? I had had Photoshop 4.0 or one of the 4.x anyway and had upgraded to 7.0 online. For all I know 4.0 was on floppies. I doubt I have those at all.

Hello James,
As you are a legitimate owner of Photoshop 7, I am fairly certain you qualify to download Photoshop CS2. Photoshop 7 is not available for download from Adobe-period and probably never has been in its full form. There are a few websites that claim to be giving it away free but equally there are rumors of a virus embedded in the software. There is no such thing as a free lunch as they say. I'd take the risk and download CS2 rather than risk a compromised computer. CS2 is discontinued and cannot be activated so the version on the following web page is a specially modified version which only accepts the serial code on that web page, so write it down for whichever language you choose. I should say CS2 will only run on a PC or a Mac that doesn't use an Intel processor-so most Mac users cannot benefit from this.When you load it you will probably be offered a link to update the software-you need to load that otherwise the Help menu will not work.

Owners of version CS and earlier have nowhere to download their software.
In the past CS2 links have been given out to CS2 and earlier version owners with no complaints from Adobe.
This has been raised and discussed in the forums in the past with no definitive answer from Adobe. They neither endorse nor condemn the practice.

CS and CS2 have a replacement download because the original disks are useless. These were not provided for people careless with their purchases. Why would Adobe give free upgrades in this case?

Until they explicitly ask us not to, I see no harm in giving version 7 and earlier owners access to the CS2 link.
I've never understood why Adobe do not require CS2 owners to enter their original CS2 serial number (to prove ownership) to gain access to the non-activation link. It's always been an honour system and why condemn people for poor record keeping of nearly 20 year old software?

Adobe don't have to condemn or praise the practice. The CS2 replacement page itself sets out the terms under which the usage is available. Clearly using it in other circumstances is a breach of license. If that's not important to you it's not important to you but there are many who do wish to respect licensing and who I therefore think should be given accurate advice not wishful thinking.
If I forget where I parked my 20 year old car can I expect a replacement?

These links have been given out for several years to pre-CS2 owners, including by Adobe Staffers from memory, so it's not a new discussion. If Adobe want to tighten things up, it's easy enough for them to do so.
Anyway, the link is there for those who want it and so are the terms.

I obviously I tend to agree with you John, otherwise I would not have given out the link. As you say the staff here also refers people with ancient versions of Photoshop to the CS2 download. I have seen an Adobe list in the past with qualifying products on it and it definitely lists Photoshop CS as a qualifying product so the wording on the web page is not completely accurate, but to be fair Photoshop 7 is not mentioned. I think the reality is the OP once spent $1000 on Photoshop and just because the CD it came on has been lost that is not a reason to deprive them of the software they bought.-it won't run on a modern Mac and has the feature set Photoshop Elements had 8 years ago and lets face it the link to the download has been on many non Warez websites for years now with people never having owned Photoshop downloading.
Adobe should clarify whether we should here recommend CS2 in these circumstances after all if the OP contacted technical support for help they would refer them here for help. I think Adobe is a decent company and in business there is something called 'good will' and I would hope Adobe would regard us providing that link as a question of a good will gesture.
