My guides are greyed out

I am trying to create a collage. And my  rulere and , guides are greyed out. I cant do any measuremants, for placing my images.

Can you upload a screen shot of your Photoshop Workspace window with the rulers showing? What version of PS are you using? Also, what computer and operating system are you on?
