My layers panel has disappeared

I am using Photoshop CC.  I have updated to the latest version.... 2021.  I am working in Windows.  I have tried everything I know to restore the layers panel.  I have gone to Windows and hit layers.  I have also gone to essentials and reset essentials.  I have also tried putting it on photography and resetting photography and I have also tried a reset on quit.....

 

I don't know what else to do.  Does anyone have any ideas.

If you restore your preferences using this manual method does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
