I discovered the specific reasons why ps and ai made the mouse flash and flicker:

First, I drag a layer inside ai to ps. In the second step, add a layer mask to the layer in ps. Third, draw it with a brush in the layer mask. And then you find out Mouse flicker problem;

Then you have to exit the ps to get back to normal

Some people say that:

This is a bug of Mac OS 10.13. Starting from the 2016 MPB 15 inch version with amd independent video card, it will trigger when you open amd independent video card. In other words, any app that calls the independent video card will trigger this bug, such as photoshop.

I have reported this system bug to the United States, and their developers have replied that they have noticed this problem. Note that this bug is not present in 10.12.

This might help us identify if there is a specific advanced setting(Open Cl /Open GL support ot running the GPU in high performance mode)​
