sometimes if you reset the preferences is the solution

or you can install an older version of Photoshop from the Creative Cloud app to see if that works

The two areas that I suggest trying first are to:

Reset Photoshop Preferences: Command K (see attached)

Uninstall and reinstall the application through the Creative Cloud app.
