Where did you find that image?
It looks like a facial distortion/adjustment filter - but we already have the Face Aware Liquify which does similar things.

It's not part of Photoshop and could be anything.

I wonder if it might simply be an overlay – could you please post a screenshot including the Layers Panel?
That's not Photoshop. That's quite likely an image synthesis software used to test and feed AI models and face recognition algorithms. I'm sure if you dig for that info it will come up on some obscure educational site or as an open source project.
