need help to to this type of editing (picure to graphic)

Hello, I have a lot of cityscape that I wish I could transform in my computer. Cityscape taken in my travels. Here, I would like to be able to do this kind of transformation (see attached image). Could someone suggest me how to do this? in link on a video? a website?

Pleas epost (at least) one pf the images you want to edit thusly. 

The sample seems pretty small, but the effect might be »reaction diffusion«.

It seems the example you posted is largely »hand-illustrated« (tracing etc.), I see no immediate way to get really similar results by filtering.
