Need help to ublur/fill in licence plate

Someone was involved in a hit and run and we want to try and track down who was responsible.

Can anyone work their skills and help unblur/ fill in what we have obtained so far:

We get about a half dozen of these requests in an average year, and I can't think of a single one that had a good outcome.  There's just never enough information to work with.

Mind you, your image is better than most that we see here.  What else do you have?  Do you have the video this was taken from for instance?  Have multiple frames to work with might make it possible to build it up bit by bit from different frames.

[EDIT]  Also telling us what country it comes from so we know what the usual pattern of letters and numbers is likely to be.  Did you see enough to guess how old the vehicle was, in case that might impact on the likely license plate configuration.   Was this the front or back of the vehicle — this would only help if front and back use different colours, and that despite the noise and apparent lack of colour, this was in fact a colour video.   Anything like that, and you might be the very first success, but to be honest, I doubt it.
