Hey, everybody. I'm new to Photoshop CC 2015. I work in ad design and I'm hoping someone could help walk me through the steps to make a design like this.... or if you have any other advice for quick/simple banner ad design similar to this style. Thank you

You want to use a layer mask for the photo and brushes for blue.
