Need Image Assistance

I received a scanned image of my Great Grandmother and I would like to fix the problems around the face. Any ideas on the tools needed to restore the image?  Thank you!

Also the clone tool will give more control. So, I would use what Leslie is saying and to refine the rest use the clone tool.
