I have a new Macbook that doesn't have a disc drive. I want to install my old copy of Photoshop CS5 Extended. I downloaded the program from Adobe's site, but it will not install. This is the message:
Check with the Mac App Store or the software developer to see whether there is an updated version of this app.
Is there now no way to get my CS5 without having to get a disc drive?

Download Java for OS X 2017-001
And install the latest Adobe Application Manager so when you go to Help>Updates in photoshop cs5 you can install the updates.

photoshop cs5 will not install or work on macos Catalina 10.15 and newer mac operating systems.
Even if by some chance you do get it installed or it's already there when updating from an older macOS, it
will not be a pleasant experience trying to use cs5 because apple deprecated running 32 bit apps on Catalina
and later and cs5 uses some 32 bit code for various bits and pieces installed along with cs5.

I can't download CS5 onto my new mac laptop 12.0.1 (2019 macbook pro - OS Monterey).

CS5 cannot be installed on Monterey due to changes made in the operating system by Apple.
You'll need a Creative Cloud plan to run the current version of Cloud apps on Monterey.
The other option is to dual boot with CS5 on Mojave on a separate hard drive partition or external drive.
