neural filters 'This filter is not supported on your system"

I'm working with the most updated versions of classic LR (4.2) and PS (22.3). Open a RAW image in LR then go to edit the image in PS from LR. The file opens ok and PS works fine, except when I open the neural filter SKIN SMOOTHING. I get an error message "This filter is not supported on your system" and the filter doesn't work/grayed. I've searched the net for a solution. What I do now is rename the folder "PluginData", close PS, reload, reinstall the filter, then it works. However, once I close PS, I do get the same error message when I reopen PS. The filter works fine in PS if I open the same file direcly into PS
