New 2019 update features missing - not available

I just updated all my adobe cloud programs, which includes photoshop's updates (October 2018).  However, I have discovered that several of the new features are not showing up. Here is the list - I do not have:

1) No FRAME tool on the toolbar - no way to find and use the new frame option

2)  No HOME option on the horizontal toolbar - there is supposed to be an option with the "HOME"  symbol that enables to switch back and forth from workspace to the screen that shows your previously opened projects or lightroom photos, or the ability to "create" a new workspace.

3)  When I make a selection around an object and then go to edit in order to find CONTENT AWARE FILL, I do not see any such option. I do find a Content Aware Scale, but there is no Content Aware Fill, which also means there is no preview of the area I am working on that will show me a preview of my actions,

So far, these new options are the only ones that my update does not include.

What operating system are you using?

In photoshop go to Help>System Info and the top line says the version of photoshop.
