New artboard stealing background from original -- Photoshop Cc 2019

Hello,

When I create a new artboard either with artboard or Layer->New artboard, the background from my original canvas dissappears and just the background color appears on the new artboard (non of the background effects or textures etc transfer). How to do I keep this from happening. Thanks!
