While creating New Document in Photoshop, when entering the Values of height & width the given values are resetting some other values and it is not able to create the defined size properly.

What values (with what unit) are you entering?

What other values are reset?

in these 2 Pictures one of the image showing clipboard Values & second Image showing values want create the size, in these. while entering the values it was auto shifting to clipboard values every time. sometimes working

The problem I mentioned doesn't happen every time. What I'm saying now is that when I think I need to create a 12x18 size for example and enter values ​​in it, it automatically replaces some values ​​without my intervention. As I showed in the first image. Pixels of a different size are coming in. The pixels of the size I want to create are not coming in as you said.


12 x 18 @ 300ppi = 3600 x 5400 px

 

If you need pixels, enter in pixels. If you enter in inches/resolution, then pixels are calculated accordingly which may lead to rounding.
