It's just rounding. A pixel cannot be divided.
An image file is just pixels. It has no size. The physical size is a secondary calculation from the ppi value.
Pixels per inch. It's a simple formula. If you hav a calculator, you can do the math yourself.

I think you completely misunderstood what I said. What I meant was that the values ​​shown in the first image are loaded by default in pixels. When I enter the sizes I want to create in a new document, the values ​​loaded by default are automatically created, overriding the values ​​I wanted to create.

If you need pixels, enter in pixels. If you enter in inches/resolution, then pixels are calculated accordingly which may lead to rounding.
