New document won't create. Recent document opens and closes immediately

When I try to open Photoshop CC from my Creative Cloud menu, I get an error message in the screen shot below.

When I open Photoshop CC 2017 from my windows menu, it opens and it allows me to create a new document without a problem.

did a complete upgrade to current version. 

Same thing...

only now when I "open recent" it flashes so quick I can't actually tell it is the workspace that is appearing and disappearing.
