I guess should have an option for a subscription just with Photoshop including nothing more, would be cheaper and more people could use Photoshop. Win-Win. What do you guys think?

There is a single app plan that can be Photoshop (or any other application) only. But that plan is more expensive than the Photography plan which includes Lightroom. Far from paying something you do not use, the Photography plan gives a remarkable discount over the single apps.

One difference though, a single app plan can be subscribed on a monthly basis, as opposed to the 12 months plan paid monthly of the Photography plan.

I think that the price of the Photography plan is as low as Adobe is willing to go, and that they include Lightroom with Photoshop to make it appear to be a better bargain.

There is a single app plan for Photoshop and the Photography plan which includes Photoshop and Lightroom. Both are less expensive than the all apps plan:

There is Lightroom included, I'm talking about just Photoshop. Let's say that I just use exclusively the Photoshop I don't want to pay for something that I not gonna use.
