New Photostop Aspect Ratio

For some reason the new Photoshop will only scale objects at a fixed aspect ratio. This is driving me crazy. Anyone else experiencing this?

Everyone is experiencing the new method. To scale or transform disproportionately press the shift key.

Its opposite of what used to be.

Thank you. Having to press shift every time makes absolutely zero sense, especially since that is how every other Adobe application works, but at least I can continue working.
