Since the last update to PS, this circle with the cross hairs appears on each layer selected. Is it new? What does it do?

It shows the centre point for transforms. So if you scale or rotate, it will be about that point. Normally it is at the centre, but you can drag it elswhere, e.g. to rotate around a corner.

 

You can turn it on/off in Preferences > Tools if you wish.
