Just add a layer style like this:Screen Shot 2020-10-07 at 6.54.37 PM.png

Select the red you want to use and use the effect in the layer effects panel.

Set the image layer above the type layer and holding Alt/Option click the line between the type and image to apply the image to the type.

If you clip an image layer to the text layer the image would overlay the texts layer's layer style inner stroke.  You would need the convert the text layer to a shape layer and create a large pattern from the image layer. Then change the text shape layer fill to be a pattern fill that is the large image pattern you defined.  Then the shape layer stroke will be able to cover the pattern fill or the shape layer's Layer style stroke can cover the shape layer edge.

You do not have to define a large Image pattern.  You can use the text shape layer vector path  as a vector layer mask added to the image layer and add a stroke layer style to this vector masked image layer. You can un-link the vector layer mask and position the image within the mask with the move tool to help with what is visible from the image.

You can also edit vector Layer Mask
