Hello Jordan,
Congratulations on the opportunity. I have checked the PDF file and come to know that its actually a scanned newspaper and it's not editable directly. In that way, you will need to type it all over again that is pretty time taking process and text size is very small.
I want to add just one thing to make it "Wow". The article is totally based on text, there is no image for reference. So, try to find some related images and add them to the article for reference. Rest, you can play with text headings and add infographics (if required) for more attraction.

Are you saying your boss wants you to cut one of the articles and then enlarge it? I rasterized your PDF to 17 inches wide @ 300ppi. Then I did an Filter > Unsharp Mask and then an Adjustment > Levels. Some areas responded well while others did not. The PDF original is in very bad shape. It would be a lot of work, but I recommend re-typesetting whatever article it is you want. You could use Illustrator with a draw layer over the article image as a guide. Otherwise, I would try working on the article by rasterizing the PDF as big as you can and then use Curves, Sharpening, etc., or re-typeset the article to match in vector format.

Curious.... would it not be better to simply recreate the article in Illustrator. Just retype everything, recreate everything? It probably would save you the headache. It really depends on the end result that your boss wants.
