Hello,
I found this link about cloud documents: https://helpx.adobe.com/il_en/photoshop/using/manage-cloud-documents-photoshop.html#Createaclouddocu...
It says how i can save cloud documents, but for me, my photoshop home screen shows no "Cloud documents tab"
Nor when I save a document i select "save as" and it shows me the folder window on computer to save straight locally, no option to save to the cloud documents.
How do I access this cloud documents options on photoshop (desktop)?

Hi
PS 20.0.7 does not show the Creative Cloud on the Home Screen, but you should still see the folder in Finder (or Windows File Explorer) when you do a Save as.
Photoshop 21.0.0 shows it in the home screen.

I'm taking a shot in the dark here.
But from my research the Adobe Document Cloud system is mainly for PDF files.
Then there is the Assets.adobe.com which is another cloud storage, Creative Cloud, space for syncing other files to, and even PDF files, and accessed differently.
I just used Photoshop to save a image file to what is being called Cloud Documents using this screen that comes up (and as shown in the link you posted). (Save to cloud documents)
If you are not seeing this dialog box then you have an option set to ignore warning boxes or you click the check box on the bottom left tp "Don't Show Again". You can clear that by Resetting all warning in the PS Preferences.
I have saved 2 so far and they show up on assets.adobe.com here.
You will notice 3 tabs/links near the top. Synced files, Cloud documents and Mobile creations. I also have some files Synced through the Creative Cloud system that are under the heading Synced files.
But if I then go to the Adobe OTHER Document Cloud system none of those files are showing and the icon on the file icon in the center of the screen is that of Adobe Acrobat.
That is because the "Document Cloud" is for Acrobat files and the Creative Cloud storage is for all other files you may want to place on the Adobe cloud system.
You access the Creative Cloud system by either typing in assets.adobe.com in a web browser or using the Cloud icon in CC DTA and then selecting Creative Cloud Web.
Yes most of the time Adobe makes things Extremely hard. Why can't the area for saving PDF Acrobat files be the same as for other files, I have NO idea. But from my time working with Adobe programs and helping on this forum I have found out that although acrobat is calld ADOBE Acrobat it is really a totally separate part of Adobe that seems to answer to no one at Adobe. They do what they want when they want.
As for your other question in your other post "What does a ACP do".
We are all Users, just like you, that come to the adobe forums to try and help other users with their problems. For our effort over time Adobe has granted the title of Adobe Community Professional. I do not work for Adobe.
In fact I am a carpenter and cabinet maker that has enjoys photography from around 1967 when I was 16 years old.
I hope this has helped you.

I think the issue is "my photoshop home screen shows no 'Cloud documents tab' ". (I could be wrong.)
Here is the home screen for PS CC 2019 (20.0.7) with no button for "Cloud documents":
Here is the home screen for PS 2020 (21.0.0) with a button for "Cloud documents":
