Earlier today I attempted to fix the Window's Ink update bug that messed up my ability to draw in Photoshop with my pen. This was the method I went with as suggested by a davescm:
"1. Use notepad to create a text file and type in :
UseSystemStylus 0
2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings
3. Go to the tablet properties and uncheck "Use Windows Ink"
4. Restart Photoshop
That is it - all should now work well (you need to do all the above steps to retain pen pressure)"
I did as instructed and in the end I was able to draw normally. However, for some reason my pen no longer has pressure sensitivity when I draw in Photoshop. If anyone knows a way to fix this issue it would be greatly appreciated.

You would need to install Microsoft Wintab device driver for your surface pen and add the PSUserConfig.txt file to your Photoshop preferences not to use Windows INK.
You would be better off IMO to leave Use ink Checked if you has a wacom tablet, Not install the Wintab surface pen device driver not add the PSUserconfig.txt and to revert INK to its old operation with the registry update.
