Is there any way to just buy a version of Photoshop that can be resident on my computer without requiring the cloud or internet or monthly fees?

Photoshop works just as it always has. It doesn't require continuous internet and doesn't run "in the cloud". It's installed on your machine and you save to your own disk. There is an option to save your work in the cloud if you wish.
All it needs is to go online once every 30 days to verify the subscription status.

How do you turn off the feature that makes a check for subscription status? And turn it off permanently? That way you can unplug your computer from the internet and just use the program. Also wouldn't that allow you to blow away the creative cloud and just use the program? If it's set up to need the creative cloud is there a way to transfer all the things that needs from the creative cloud into the main program so it never has to use the creative cloud?

I had Elemetnts and it had apparently expired. It went online to find that out and tell me so. I looke it up in the store and they do have a versiont hat installs from DVD but it says that you have to go online to activate it. That I can do. But if it requires internet to validate every time I want to use it, no can do. Do you know if thats true? Thanks.

How did your version of Elements "Expire"? Elements has a Perpetual License, and as long as you meet the System Requirements, you should be good to go.

The Creative Cloud software verifies the account status on Adobe servers once a day. If the account is in good standing (that is, payment is up-to-date) when the last verification happens, the software status refreshes to run for at least 99 days offline.
Prior to CC, Photoshop going back decades also had to 'phone home' to ensure activation. Even without a subscription. So you'll need to be on the net at least once and awhile.

Unfortunately, you would need to find an old disk version of Photoshop. I believe the last version before the subscription was CS5 back in 2010? However, it's hard to find and the ones that do exist go for a pretty penny on Amazon Marketplace and Ebay. While I'm sure downloads exist from the web for it, the disk is more of a guarantee.

And with such an ancient version without subscrption, you'll need an ancient operating system and computer hardware. Seems pointless but not impossible.

You could just run your ancient software in a modern current day operating system. Should be no problem right?

No, it depends on the exact configuration. Remember ancient software was written fot the hardware and operating systems of the time. As an example, many old installers are 32 bit, and totally incompatible with modern Macs which require 64 bit. It is a similar situation with GPUs and even disks. Photoshop 7.0 won't see a hard disk over 1TB as they simply weren't available on PCs when it was written.

The disk is no guarantee. If you see one one on marketplaces for sale you can virtually guarantee it is a pirated copy. There are no new perpetual license versions (i.e. up to CS6) for sale and have not been for years. Whilst it is possible for a seller to transfer a license if they use Adobe's license transfer service, those on such market places are unlikely to comply.

The last thing you want to do is to try and activate the software only to find you have a blocked copy.

So basically the perpetual license for the current version of Photoshop is overdue and absolutely required to run it. Unless the license is perpetual then your copy of Photoshop is a virus and it should be deleted. It's only authentic Photoshop if the perpetual license is there if the license needs to be checked every 90 days then it is not Photoshop it is not legitimate it's a virus and it needs to be deleted. Genuine Photoshop can be run without creative cloud if it requires creative cloud it's a virus and needs to be deleted.

This is 100% not true. Current Photoshop cannot be run without a Creative Cloud subscription. Earlier CS versions with perpetual licenses are on borrowed time as the activation servers are no longer supported either meaning even if you wanted to run CS5 and earlier on a new system - you couldn't activate it.
