I am using Photoshop 23.5.0

I made a background copy layer.

I went to Properties > View More

then under Quick Actions, it's all empty

for all categories.

Does Quick Actions require adobe creative cloud?

BINGO.  I was right.

It was because I didn't have adobe creative cloud installed.  Once I installed it

I was able to find all the options in my Quick Actions.

Hope this helps anyone else in the future that runs into the same problem!

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Properties, Options Bar, …) visible?

Does Quick Actions require adobe creative cloud?

If you are using a current version of Photoshop you appear to be using Creative Cloud so what do you mean?

I took a screenshot.  From online tutorials I saw, in this section quick action should have a whole slew of options to do things like enhanced photo with one click.  Mine is completely empty.

Mine is completely empty.

No, it is not, in your screenshot there are three items – »Remove Background«, »Select Subject«, »View More«.

Thanks for your reply but I don't think you understood my issue.

I can see Remove background, Select Subject, yes.  That's not what I'm saying

is missing.  It's when you click on "View More" and then a list is supposed to open

for Quick Actions that shows you a whole bunch of cool quick actions you can use

to edit your photo like: Enhance Image, Add lens flare, Remove background, Blur background,

Smooth Skin, and many more!     I attached a screenshot of a youtube tutorial (many of them)

show how to access the Quick Actions but each tutorial failed for me because I have nothing

in mine when I go there.

If you read my first post I mentioned it clearly:

"

then under Quick Actions, it's all empty

for all categories."

It's all empty there.  Not in Properties (Quick Action is there) but not when I go to "View More".

Here are some video tutorials (I also reference the time in the video to see it) ppl posted to show how to access quick actions and they all have the same long list of quick actions easy and quick to apply.  Mine is empty.

https://www.youtube.com/watch?v=mJCoCNlhceI

(go to 0:40)

https://www.youtube.com/watch?v=WR9GDw5EBuE

(also go to 0:39)

https://www.youtube.com/watch?v=pdJeRtfAJyQ

(go to 0:20)

These are just 3 examples, each person instructs the same thing

and they all have a bunch of quick actions that pop up.  That is what I am

looking for on mine as it is empty (as shown in the screen shot earlier).

In all three videos, they go to Help > Hands-on Tutorials (or Photoshop Help) > (Back button if necessary) > then click Quick Actions. None of them mention the Properties panel where you are looking. What do you see in the Discovery panel?

Yes, I did that too.  I went to help, about, etc. No matter which one I try,

my Quick Actions are empty.  Theirs in the videos always shows up all the options.

I can't figure it out.

In addition to @c.pfaffenbichler answer...
Your quick actions are contextual. They will change according to what is selected/visible. If you only have a solid colour background for now, you won't have much showing.

if you type a text and select it, then you will have all the text related quick actions, a vector path: all the vector quick actions and so on...

The best bet is to test it yourself, create new layers/objects and see how the quick actions panel change and it will give you a better idea.

Yes, tried that too.  I created a duplicate layer like they all show in the videos and my Quick actions still empty.  Is there something I need to install? A plugin? Adobe Creative Cloud?  The reason I ask is when I use Adobe After Effects, in order to use some effects/filters I had to install Motion Factory.  If I didn't have an account with Motion Factory in AE, when loading the effects, no effects would show up.  So I thought maybe with Photoshop, I need to install something?

No need to install anything... I comes straight from the box.

see what I got here:

Imaginerie_0-1670074193641.png

In order to get here, I selected my brush, went on drawing something on the canvas on top of a rectangle I already done.
Then when looking at my "properties" panel (You need to have it open window>properties)

Imaginerie_1-1670074284451.png

where I see "remove background" and "select subject"

Imaginerie_0-1670074518145.png

I can also see a small clickable text called "view more", that opens a pop up - as in my first screenshot - that gives you more options from the "discover panel) (also accessible via help>hands on tutorials)

Hope it's what you're looking for...

Thanks for trying.  You basically said exactly the same thing all the video tutorials also said.  I have followed them and as I mentioned, I get nothing in my Quick Actions.  It's empty where yours and others in the videos are full of options.  Here are the screen shots.

also something that might be useful to note.  When I try the other method by going to "Help" >  "Hands on Tutorials"  I will get a message that says, "Couldn't load content".

and is empty.  That leads me to believe something is missing....either I don't have creative cloud installed or connected, I am not logged into my creative cloud account or something else.  Looks a lot like AE motion factory.  If you don't have it installed or if you are not logged in / no account, you'll get a simlar message that says can't load content.

Can you access your CC panel somehow?

this is how it looks when open

If not installed or inaccessible, I suggest you contact Adobe via their webchat as something is clearly wrong.

I think this is the reason.  I don't have creative cloud desktop installed or at least I think I don't because I can't find it.  I remember during installation, there was an error message when trying to install creative cloud and I just skipped it because I didn't think I need it to use Photoshop.  It appears that is the reason why these extra options/features are unavailable to me.  I will try to install creative cloud again.

That might be it!
Let us know how is it going when installed. It's always useful if any other user find themself in the same situation.
