I figured out a solution on my own.

The issue occurs every time I update the Nvidia driver's latest release. So, I have decided to reinstall HP's last OEM version, NVidia Game Ready Driver Version 452.41 (release date: 19/07/2021) to see if that would work for me.

To my surprise, Photoshop now works perfectly as it should!

If a previous version of Nvidia Driver works for you, don't forget to hide the latest Nvidia driver from Automatic Windows Update.

I had the same problem and I solved it installing the NVIDIA Studio Driver and selecting this driver in Gefore Experience instead of Game Ready Driver

Nvidia GeForce GTX 1650 is compatible but it is giving me performance issue after upgrading to Photoshop 23.1.1.

Photoshop is performing laggy and got stucked when I open any image or psd. I did Nvidia driver update, driver rolle back, clean install the driver, clean install the photoshop, even re-installed the windows but the performance problem remains the same. But when I disabled the Graphics Processor under Preference It works fine!

Do you have more than one GPU - many laptops for example have both an integrated GPU and a dedicated GPU.

If you are not sure, go to Photoshop's Help - System Info and click Copy. Then paste the info here.

This is the disparity. Is the studio driver the same as the GPU device driver? NVIDIA says I'm up to date--so does windows. But PS says otherwise:

What CPU do you have in that PC, most CPU's have an onboard GPU, so you may either need to update that driver or disable the CPU GPU in device manager

Take a look here, especially sections 7 and 8

Have you updated the drivers to the latest NVidia Studio drivers? If not, try that and when doing so choose Advanced Options and Clean Install in the NVidia intallation dialogue.
