Offset Starburst

@meganrai , did you solve your problem? 

If you just want the whole »burst« to have its center somewhere else you can just move the Layer (if it’s large enough at least, if it’s not you may have to upscale it). 

One way that uses raster lines rather than vector lines is Polar Coordinates

You create a number of vertical lines, like this

The use Filrer > Distort > Polar Coordinates with Rectilinear to Polar selected, which gives you this.

As you can see, the lines become tapered as they are rotated.

Another way that does use vector lines is Free Transform Step & Repeat.  

BTW, because you want this effect to be offset, you start with a larger canvas.  Say twice as big as your final document size, so you can crop and get the centre of the starburst where you want it.

I've started with a canvas 3000 X 3000 pixels square.

We need our rotating lines to be spot on accurate, so turn on rulers, and drag out a pair of guides to intersect the centre.  They should snap into place when you get them close. 

Now you need to move the grid zero, zero location to the guide intersection.  Drag from the corner of the rulers like below.

Select the line tool and set the width.  I have used 4 pixels

Drag a line from centre top to the guide intersection while holding down the shift key to force a vertical line.  It should snap into place, but zoom in to check when done, and nudge with the move tool if required

Copy the line and select the copy

Use Cmd T to start Free Transform  The next bit is important

Hold down Opt and click close to the center of the canvas to place the FT Handle.

To put the handle in the pricise location, set the X: and Y: values to zero in the options bar.

Then type the required angle.  I have used 2° (360/2 = 180 lines)  Note: You MUST set the zero, zero locations before the angle.

Now hold down Cmd Opt Shift and tap the T key to give you 90° of lines, (because it's easier to copy them than do them all individually).

With 90° covered, merge the line layers, and copy (Cmd J). Rotate 90° and merge. Copy and FT flip vertically.

You can see it creates a much cleaner graphic.  This is the 3000 pixel square so you can click to expand and copy and load into Photoshop

I hope you got all that.  I was getting tired of making screenshots, but I am sure you'll work it out.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Paths, Properties, Options Bar, …) visible? 

There are several ways to make sunbursts. This uses a Line Shape tool, Transform Rotate set at 5 degrees rotation, & Ctrl/Cmd+Shift+Alt+T to repeat last action.  Feel free to experiment with other shapes (a triangle), reference points and angles of rotation.

You could select the points near the center with the Direct Selection tool, and drag them around, but this doesn't look like a starburst to me. Note how the rays stay the same thickness as the approach the center. I would do this by making a simple path with the Pen tool, stroking it with a small hard Brush, rotating the path a few degrees, and step-and-repeat. Add a grungy mask for the edges.
