OpenGL not enabled in Photoshop CC 2019 - how do I do this?

Just started using PS 2019 on iMac running High Sierra.  Want to view and add text to .jps (stereo jpg) files as I have been able to do in PS 2018 (and it still works there - .jps files open normally)

In PS 2019, a .jps file will not open and I get error message saying that OpenGL is not enabled.  Where do I do this?  I see no such choices in Preferences.

    Use OpenCL is grayed out.  I cannot check this.

    Yes, legacy is ticked.

    I shut down and restarted PS several times.  No change:  still, Use OpenCL is grayed out and uncheckable.

    If I start PS 2018 it still works as before, opens .jps files without problems.  I suppose I could go through its Preferences to see what might have been turned on or off in PS 2019.  I'd rather not;-)
