I am having trouble opening an ai file in photoshop. when i do file open or drag and drop the ai file onto the ps icon i get the dialog box to control the rasterization size, resolution etc but the is no image in the file in the dialog box. if i tell it ok the rastered file has no images. This was never an issue in the past. i currently have ps cc and illustrator cc installed on my computer but I want to be able to open a vector, ai file or eps file in photoshop, without having the illustrator application on my computer.
You could also try by starting with a new document at the size and resolution you want, and then place the illustrator file into that document. I know this doesn't exactly answer your question but this method does work. I also prefer it because the Illustrator file is placed as a smart object allowing for the flexibility to scale it up or down, or change the resolution without degrading the art.

You may need to save from Illustrator with the “create pdf compatible file” option on.
Another option would be to export to raster direct from Illustrator rather than “ripping” the file into Photoshop.
