Opening photoshop without an internet connection lags/freezes mouse cursor

I found a very bizzare bug, I've been trying to figure out what causes it.

basically when you open photoshop whithout an internet connection and click on one of the menus at the top as it's loading Photoshop stops responding and after 5 seconds or so your mouse cursor becomes unresponsive- it looks as if it's updating at 2 frames a second, this can last anywhere between 3-5 seconds before it finally starts working normally again. i have tested this on two different PC's, one is a top of line 4090, 14900k, 64gb ram setup the other is a more low end GTX 1070 setup, the problem occurs on both.

when this happend at first I thought my CPU was being taxed out, but checking task manager utilazation is relatively low at 10% and the rest of the OS responds fine, video's and audio playback fine without any slowdown this only seems to affect the mouse cursor which is strange, i also tried loading photoshop without plugins enabled by holding shift when loading photoshop and it still happens so its not an issue with pluggins being loaded. i have tried changing mouses but the same issue occurs on both.

this has left me stumpped i've ruled out it being a hardware issue, for some reason loading photoshop offline seems to interupt your mouse movement to your pc somehow.

Here's how to replicate the issue:
1. disconnect from wifi
2. load photoshop
3. as soon as it loads try clicking on one of the menu's at the top such as "files", "edit" ect.
4. photoshop will breifly stop responding
5. if you continue trying to click on anything your mouse will start lagging, which you can see if you start moving it around in circles

Hope someone at adobe can investigate this.

Btw i have tested this on both Windows 11 and 10, problem occurs on both
