Option-Drag to duplicate layer effect now switches documents

In Photoshop CC 20.0.3 for Mac OS, Option+dragging a layer effect duplicates that effect on the layer I drag it to... unless there are other documents open.

When there are other open documents, trying to option-drag now switches the active window to another open document.

When I close all other documents, option-dragging goes back to working normally... but I work in multiple open documents a lot... is this a keyboard shortcut I need to modify? I don't see anything obvious from the Keyboard Shortcuts menu.

The very first advice when Photoshop start behaving weird is to reset preferences, have you tried that so far?
