Optional Plug-ins for PS

I'm trying to download PS Optional Plug-ins. I have downloaded the install for Windows (I have Windows 10), but I keep getting a message saying the request can not be completed because it is not the right kind of document. Any suggestions. I would like to use the HSB filter. 

I have the latest PS update - 22.5.1

If i'm not mistaken the HSB/HSL plugin is part of the default photoshop 22.5.1 install and has been for several photoshop versions under Filter>Other>HSB/HSL.

 

Anyway in the Help>System Info it says under Required plugins " HSB/HSL 22.5 - from the file “Standard MultiPlugin.8bf”

Did did upgrade my PS to the latest version wondering if that was part of the problem, but it's still not there by default.

I looked at the system info. and it does say: HSB/HSL 22.5 - from the file “Standard MultiPlugin.8bf”

But it is grayed out under Filters and Others.

Do you have a link to where you are trying to download from?

 

If you download from here does it work? https://helpx.adobe.com/photoshop/kb/optional-file-format-plugins.html (works for me)

    Yes, that is where I downloaded it from. the version for Windows.
