Looks like your CPU version isn't compatible with Photoshop 22.0. You should roll back to the previous version of Photoshop 21.2.4 and let us know if that helps.

Sorry that you're getting an error "Error at loading of ippCV library" while loading Photoshop.
Photoshop 2021 (v22.x) requires a CPU that supports SSE 4.2 or later. See: https://helpx.adobe.com/photoshop/kb/known-issues.html#ErroratloadingofippCVlibrary
To determine if your CPU meets this SSE version support requirement, see Photoshop's Help > System Info dialog and look in or near the 4th line.

I have the same problem with my old computer. With our own money, which we pay for our subscription, you are making a fool of us.
Couldn't you have an option for your legitimate users to choose older versions of photoshop for example 2020, 2019...

Hi everyone,
I am encountering an error message when attempting to use Adobe Photoshop Elements. The error reads:
"Error at loading of ippcv library. Your application is dynamically linked with Intel (R) IPP library version 2020.0.1 (rox35cSec66). No DLL from the list below is found on the system search path: ippcvm7.dll (The most suitable for CPU). Please provide a path to at least one of them."
This issue appears to be caused by the absence of the file, which is part of the Intel Performance Primitives for Computer Vision (IPPCV) library. Photoshop Elements relies on this library for optimized image processing. Without the required file, the software is unable to function properly, preventing me from accessing my images or completing my work.
Despite several attempts to resolve the issue, including searching for the missing DLL file and trying to reinstall the software, the problem persists. I have been directed to the Intel Support Community but have not yet found a clear solution.
The goal is to obtain a valid and compatible version of the file and instructions for integrating it into the appropriate system directory to resolve this error.

What version of Photoshop Elements?
Your computer's processor most likely doesn't support SSE v4.2 or later as described here in this Adobe KB
