help to this problem in photoshop cc 2021 ... panel not to top in document

HI @nandu nag that is not normal behavior for panels and document windows in Photoshop.

A couple of things to try - first go to Window and reset your workspace.

If that does not resolve, try resetting your Photoshop by going to Preferences/General and clicking the reset button.
