Panning with the Hand tool or Space Bar is disabled when image size does not exceed window size

The hand tool (and space bar) should pan the image not just when the image exceeds the window size but alson when it does not exceed the window size. This interface annoyabce is corrected in Photoshop Bete for version 25 but does apper the officcial release of version 25. Why not?
