Paste as a dialogue box

Usually when I paste something into Photoshop, it prompts me to select Paste as 'Vector Smart Object', 'Pixels' etc. That dialogue box is no longer popping up when I paste a graphic in, and the object is not pasting as a smart object. Where did that Dialogue box go, and how can I turn it back on?

One question is, what application did you copy from, and what kind of graphic is it? Is it a vector graphic from Illustrator or InDesign, or a selection from another application? Because apps don’t all put the same data on the clipboard, and some apps have settings that affect what they copy to the clipboard. If Photoshop sees other kinds of data on the clipboard like pixels or text, that dialog box might not come up.

This isn't helpful? This section is what usually happens when I paste, but Step 4, the Paste Dialogue box isn't appearing. Whatever I paste is automatically pasting rasterized as pixels, I need to know how to get that dialogue box to come back.
