Pasting Layers to artboard without changing layer order - Question

When working on a .psd file in PS (25.1) on a Mac (13.0), with multiple artboards, copying items from one artboard and placing them in another artboard in same file changes the layer order. Is there a way to paste in place and keep items in the same layer order as they are copied?

As artboards are a type of layer (a specialised layer group), there is always a relationship between layers and artboards. Can you explain step by step and provide before and after screenshots?

Yes, so I have to resize just about every piece of content to multiple sizes and formats, so artboards seem to be the best option. The first screenshot is with the original size completed. I then copy every layer in the artboard and paste into the next size. When pasting it changes the order of the layers and then I have to move the layers back into their original order. The artboard "BHC" is copied and no matter which way I paste it into the next artboard (for this example the artboard "main") it will change the order of layers.  All of the layers copy to the artoboard, but they are in a different order that when they are copied. I have tried pasting with edit menu, and using paste in place. Same results the layer order is changed. This is with any file using artboards. Have reinstalled PS and no change.

How are you selecting the layers to copy them?
