Path Blur PHOTOSHOP

Having an problem with Photoshop Path Blur.   When selectiong path blur the item blurs a bit but the paths do not show.   I am unable to place points to manipulate the blur.  Any suggestions? Thank you!

Which version of Photoshop are you using? Have you enabled View > Extras and View > Show > Edit Pins?
