I am unable to amend Path Options when I click the gear wheel in Pen Tools as they are greyed out, screen grab below. Any suggestions gratefully received.

The issue is that Open GL drawing is disabled. You can try going to Preferences Performace and ensure that Use Graphics Processor is checked. Then select a drawing mode in Advanced.
However you may still have issues as Photoshop is seeing two separate video GPUs (an Intel and an AMD) which is known to cause issues.
