Where I used to be able to select any shape from any artboard in one click, and the layer would be highlighted and I could quickly and easily copy that shape to another artboard, now I can only select shapes/paths by clicking and dragging, which often picks up more than one path.
If I double/triple lclick/angrily click repeatedly, sometimes it will select the path, but there's no real rhyme to it. Using shift enables me to direct slect a point on a path, but I can select the hole path.
This is really slowing my workflow down.

It may help if you show a screen shot — including the Paths, Layers, and Tools panels.

It's ANY shape that I've created - I should be able to use the black arrow (which is defintely what I'm using) to click on any shape or path and select it in one click. And I can't. I can only use that tool to select a previously created shape/path if I click AND drag.

This happened after I updated to the most recetn version. And when I do manage to select a shape using this tool I can no longer click oof it in one click ether, it takes multiple clicks. It's so confusing. I've tried resetting preferences, to no avail. I just assumed there was something in the update that checked a box/made a perference regarding clicking that I'm not awrae of.

I've just opened up the same file on Photoshop 2019 and the tool works correctly there. So it's something specific to this update, for sure. Very annoying.
Show/Hide grid was also not working for no explicable reason.
