Pattern Offset tool not Working

Hello, I am wondering if someone could please help me solve this problem!

I have never had this happen before with this method. 

My pattern is not repeating as I'd like it too :S 

As I go to drag the image around to fill space it is filled with empty space?? When I thought it would wrap... repeat... ?
