PCX format color palette reversed

I am having issues with pcx files created in Photoshop not working correctly in other programs.  Researching the internet has shown users stating that when Photoshop reads and writes the color palette of PCX files it reverses it.  I have verified this looking at the file code, and also looking at the color table in Photoshop for a correct image processed in GIMP and the same image in Photoshop.  How do I get Photoshop to either:

1.  not reverse the color palette when saving pcx

2.  proper way to get the color palette I want backwards so it looks wrong in Photoshop but saves correctly for exporting.  (I am aware of the feature to load a color table .act file, but don't know how to use this correctly. I need to use a 208 color palette which is based on 256 colors.)

(here is the color table you can see the 48 blank colors at the top, then the 208 colors instead of at the bottom)

I guess a photoshop engineer would have explain why the index color palette is reversed in pcx files.

 

You could make a feature requst for the ability to reverse the sort order of index color palettes like many other applications offer.

 

It's possible another user knows whether or not the index color palettes can be reversed using scripting.
