Pen pressure working but not the brush opacity

I've had this problem before, but it always have fixed itself after a really short while.

I started a new painting today on Photoshop CC 2019 and it seems that the pen pressure is working fine, but not the "opacity" of the brushes. They all come as a one solid color to the canvas. This is really annoying for when I use textured brushes but you can't see the texture at all. I've tried lowering the opacity of the brush itself but this does not work of course. I've updated my wacom intuos art drivers and photoshop itself, restarted my pc and still it doesn't seem to work. I have Windows 10 if that has anything to do with it..

Below is a sample image of what I mean. The bottom brush work is what happens with CC 2019 and the above brushes are how they should look like, done with CC 2018.

There are many brush settings you do not show.  What do your setting look like? CC 2019

These are the brush settings I see which I think are the same. The problem did not get solved as I thought it did..

I see differences.  However you setting on my machine seem to be fine. For some reason transfer on your machine does not seem to be working correctly.  When I use the transfer opacity icon in the option bar to turn transfer off so it would stay at what is set like your 100% the transfer box in the Brush setting turn off.  Your Brush transfer seem to be off like the Icon in the brush option bar where transfer seems to be on in Brush settings. You paint 100% Opacity like its off.   You Brush setting work  for me  and the  Option Bar and Brush setting Transfer states seem to stay in sync.  Try resettinf tools and it thar does not fix the problem try resettinf your Phoroshop preferences.

Solution found. I had to go to the brush settings > transfer and put the Opacity jitter's minimum to 0%
I hope this is the right way to solve it but it seems to be working.
